Consultant forensic psychiatrist and executive clinical director, National Forensic Mental Health Service, Central Mental Hospital, Dundrum, Dublin 14, Ireland. Clinical Professor of Forensic Psychiatry Trinity College Dublin. Honorary Skou professor of forensic psychiatry, University of Aarhus 2019-2023. Formerly Clinical Director, North London Forensic Service and Hon Senior Lecturer, Royal Free Hospital Medical School, University College London, UK. Trained Dublin and London. External examiner, MSc in forensic mental health, Kings College London / Institute of Psychiatry 2016-2020.

Professor Kennedy has been involved in the reform and re-organisation of the Central Mental Hospital, Dundrum, Dublin from 2000 to present and in 2020 will move the service to a new purpose built secure forensic hospital, developing new services including a forensic child and adolescent service, forensic mental health and developmental disorders service and an extended women’s service. A network of community high support step down places has been established along with in-reach and court diversion services to remand and sentenced prisons and to .youth justice. Professor Kennedy has been involved in the design, commissioning and transition to new forensic hospitals and new models of care twice in the last 20 years.

Professor Kennedy also teaches forensic psychiatry and publishes research on the epidemiology of homicide and suicide, triage and recovery in therapeutically safe and secure pathways (DUNDRUM toolkit), neuroscience and violence, mental health law and human rights.

Founder member, advisory committee for quality network for forensic mental health services, Royal College of Psychiatrists, London (2006-2009 and 2012 to 2018); Member, National Bioethics Advisory Committee, Dept of Health, Ireland; Inter-departmental committee on law reform and service, Justice and Health, Ireland; invited expert advisor, Council of Europe Committee for the Prevention of Torture; formerly Chair, working group 1 ‘patient characteristics’, EU COST Action IS1302 ‘longer term forensic care’ 2013-2017; expert evidence in human rights cases, Ireland, Northern Ireland, Scotland and England & Wales. Medical member, independent SAI inquiry into two homicides, Southern Health and Social Care Trust, Northern Ireland, 2018-2019.

Professor Kennedy has taken part in invited reviews of academic and service departments of forensic psychiatry in various jurisdictions and as invited expert for the Council of Europe Committee for the Prevention of Cruel and Inhumane Treatment and Torture CPT; annual peer reviews of medium secure units across England and Wales as member of the advisory committee for secure psychiatric services, Royal College of Psychiatrists (2003-2009 and 2012 to 2018);
